GSU federal assembly held, adopts several resolutions

ITANAGAR, Jul 07: The first federal assembly of Galo Students Union (GSU) held at Naharlagun yesterday has unanimously resolved to work on resolutions passed by previous GSU team.

The meeting further resolved to press the authority for introduction of Science stream at Donyi-Polo Govt. College Kamki, Commerce stream at Govt. Higher Secondary School, Basar, take up socio-educational tour in every schools of Galo inhabited areas within two months.

The meeting was attended by all federal units of GSU including, Pusi Bango Students’ Union (PBSU), Upper Subansiri Galo Students’ Union (USGSU), Kargu Kardi Students’ Union (KKSU), Basar Area Students’ Union (BASU), Jigo Yego Students’ Union (JYSU), Ramle Bango Students’ Union (RBSU), PG Students from RGU, former student leaders and Galo Peoples’ Forum.

Earlier, the meeting observed one minute silence as amrk of respect to its former Assistant Secretary late Goto Udik.

The union also paid tribute to late Harbom Bam, who passed away July on 4, 2013. He was the father of GSU’s former Spokesperson Bommi Bam.

The main theme of the assembly was growth and promotion of education in Galo inhabited areas.

 

Training on book keeping and candle making conducted

ITANAGAR, Jul 07: The Itanagar Diocesan Empowerment Association (IDEA) supported by Caritas INDIA yesterday conducted training on Book keeping and Candle making for SHGs at Damsite, Naharlagun. All the SHGs of Damsite participated in the training.

Hillang Nikom animator IDEA welcomed the resource persons. S. Basumatary the project Coordinator, IDEA gave training on candle making so that participant become independent and develop themselves economically strong in group and individually. H. Nikom animator who is the master trainer in book keeping taught SHG members theoretically and practically how to keep various records as a group and individually.  Tai Siku, president of Sai Yari SHG gave vote of thanks to the resources person and participants. Altogether 15 SHG members participated in the training.

 

Rain in Siang Valley creates flood fury in Dhemaji

RUKSIN, Jul 07: Intermittent rain in Siang valley in the last four days has raised the water level of mighty Siang and other hilly streams creating flood in Assam’s Dhemaji district including Jonai Sub-division.

According Dhemaji district administration source, flood water have entered into 55 villages at Sisiborgaon, Jonai and Gogamukh of Dhemaji district. Heavy and incessant rain has also raised the water level of Semen, Jiadhol and Gai rivers creating panic among people in the district.

Surging water of mighty Brahmaputra and its tributaries has inundated 15 new villages affecting more than 17,000 people in the first wave of flood in Dhemaji.

The administration has set up four temporary relief camps, where 500 affected people have been given shelter. The authority is distributing relief materials to the flood-affected people.

Over 1,700 hectares of agricultural land is affected in the flood so far in Dhemaji district, stated flood reports of the Assam State Disaster Management Authority (ASDMA). The district administration, however, said that communication system within Assam and Arunachal is not yet affected by the current flood.

On the other hand, overflowing water of Dimou river eroded its both bank at Slasuti panchayat under Sissiborgaon circle and rendered five families homeless.

 

Dalai Lama's  birth anniversary celebrated

ITANAGAR, Jul 7: The Birth Anniversary of fountainhead of Mahayana group of Buddhists, Dalai Lama was celebrated at Lhagyala monastery yesterday with religious fervour amidst the presence of hundreds of devotees, monks and nuns where month-long celebration of Kangyur festival is going on since June 24.

His eminence, the 9th incarnation of Lhagyala Rimpuche, Rev Thupten Jigmey offered his blessing to a scores of nuns and monks, who are performing in Kngyur festival at Lhagyala monastery, the second largest monastery in Monyul region of Arunachal Pradesh.

Incidentally, the celebration coincided with the ongoing Kangyur festival, informed Rinchin Dondup, former director, Karmik & Adhyatmik Affairs cum chairman of organizing committee, Kangyur Festival Lhagyala, 2013.  

 

ABK women wing seeks death penalty to rapist

ITANAGAR, Jul 07: The Adi Baane Kebang, Women Wing, East Siang district vehemently condemned the inhuman act of raping and murder of a 3-year old girl child at Bhalukpong recently by a 23-year-old-man.

The rapist has not only done a heinous crime, but he has made a mockery of the law and govt. machinery and inflicted a horrifying memory upon the mother which will always remain as a painful scar in her life, the ABK  Wing said in a release.

Rape is an inhuman act and a heinous crime, a rapist has no place in any society, the  ABK Wing said.  Demanding death penalty to rapist, the Wing further said that rapist should not be forgiven under any circumstances.

The ABK Women Wing also conveyed deep sense of condolence to aggrieved family.

 

Committee holds meeting on school problems

ITANAGAR, July 07: In a meeting held at the Govt. Primary School, Karsingsa-II on June 6, the school management committee has decided to approach Papum Pare DDSE for the various problems pertaining to the school. After discussion threadbare, the committee   resolved to place the demands which include construction of school boundary wall, four numbers of class rooms, toilets and drinking water facilities.

 

Tree plantation by AVP at Tezu

ITANAGAR, Jul 07: Arunachal Vikas Parishad, Tezu organized a tree plantation program with theme “No tree life, so protect trees and plant trees” at Amik Matai Vidhya Mandir, Tezu as part of Akhil Bhartiya Vanavasi Kalyan Ashram’s 60th anniversary celebration today.

The programme was attended by the District Level Committee Members of AVP, including Soblam Pul, President, Soban Chokwa, Geneeral Secretary, Khuleso Ngadong, VKV District Organiser, Tezu, Sodyong Kri, General Secretary Lohit Karate- Do Association, teaching staff of AMIK MATAI VIDHYA MANDIR and many other volunteers from Mishmi Community.

Terror strikes Bodh Gaya, 2 monks injured

Tuki, Buddhist community condemn blast

PATNA/ITANAGAR, Jul 07: In a well-coordinated terror attack, nine low-intensity serial blasts on Sunday targeted the world renowned pilgrimage town of Bodh Gaya and Maha Bodhi Temple complex, one of the holiest Buddhist shrines, early in the morning that left two monks injured.

The monks, Tenzing Lama and Bala Sanga, are admitted at the Anugrah Narayan Magadh Medical College and Hospital (ANMMCH) at Gaya and their condition is stable, hospital superintendent Sitaram Prasad said.

Lama hails from the Tibet Autonomous Region, while Sanga is a Myanmarese national.

Shocked by the news of eight blasts at Mahabodhi temple in Bodhgaya, Bihar, leaving two monks critically injured, Arunachal Pradesh Chief Minister Nabam Tuki has condemned the highly deplorable and cowardice act in his strongest words.

He criticized the attempt that has been made to harm monks, other innocent devotees and a place of worship that is dedicated to Lord Buddha who was one of the biggest proponents of peace and tranquility in the world.  

In this hour of distress he reaffirmed his solidarity with the people and the Chief Minister of Bihar to handle the situation in a firm and exemplary manner to deal with the terror causing criminals and prayed for earliest possible recovery of those injured in the blasts.

The Itanagar Buddhist Cultural Society (IBCS) & Theravada Buddhist Society (TBS) has strongly condemned the serial bomb blast that rocked Bodhgaya Mahabodhi Temple this morning.

In a release, it said, Bodhgaya is a sacred place where Buddha attained enlightenment and from where the message of truth, non violence and peace spread all over the world. The Mahabodhi Temple and the Bodhi Tree are the symbol of peace. Thousand of devotees and tourists visit the place every year in search of peace and solace. Terrorism or any kind of violence has no place at Bodhgaya. The perpetrators of the blasts should be brought to justice immediately.

Wishing speedy recovery to those injured in the blast, the duo organization urged the Bihar government and the Centre to provide adequate security at Bodhgaya and all other Buddhist shrines and holy places in India to instill sense of security and well being among the devotees and tourists.

The Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) have condemned the dastardly act of multiple blasts at the holy shrine, Mahabodhi Temple at Bodhgaya, Bihar. IFCSAP perceives it as direct attack on the indigenous faith system and culture of India, undermining the secularism enshrined in the Indian constitution by alien religious fanatics.

It is ridiculous; why despite the advance intelligence information about the planning of such attack, the Bihar government could not prevent it, the IFCSAP questioned.

Sherdukpen Employees' Welfare Association (SEWA), Sherdukpen community in particular and Buddhist community as a whole expressed shock over the incident. They strongly condemned such attack.

 

 

ACR concerned over rising  incidents of rape and murder

ITANAGAR, Jul 07: Arunachal Citizen’s Right (ACR) has expressed serious concern over rising incents of crimes against women and child in the state.

Condemning in its strongest term the rape and murder of a three-year-old in Bhalukpong recently, ACR urged the authority concerned for expediting the case for speedy deliverance of justice.

Hailing the Chief Minister for his quick response to the case stating that “…the culprit could be awarded exemplary punishment as per law at the earliest,” ACR hoped for a favorable justice from the government end at the earliest.

The ACR also cited examples of five other similar incidents, including the case of rape and murder of two schools girl in East Siang and Tawang district last year, rape of a class VI standard student at Longding, a five-year-old girl at Joram and a minor girl at Chowkham in Lohit district this year.

While taking serious note on safety and security of women and girl child in the state, the human rights body appealed to the state government to take visible measures and expedite the judicial process to check crimes against weaker section of the society.

It also stressed the need for revamping the state police, providing it with adequate infrastructure, manpower, high-tech tools and kits, regular conduction of refreshment training for personnel to effectively deal with such cases.

Moreover, the police should be allowed to do their work freely in such cases, ACR opined.

 

 

Children of Arunachal need proper protection under law

ITANAGAR, Jul 07: Without any official statistics data, it is difficult to assume the actual figure of the crime perpetuated against children in Arunachal Pradesh.

However, according to unofficial estimate every day several hundred of minor girls under the age of eighteen years are sexually assaulted, sexually harassed, or becomes a victim of pornographic offences in the state.

Most of the crimes committed against these minor girls in the state often go unnoticed either because they’re not reported or suppressed by the family, institutions, groups, associates or the community in the local level. Only in rare cases, perhaps looking at the magnitude of the crime committed, some stories related to the sexual offences of the minor girls are reported and receives attention of the people.

The incident of rape and murder of a three years old girl which took place at Bhalukpong, West Kameng district and murder of a XII student at Yazali last year is monstrous. No one can grasp the enormity of the crime inflicted upon their beloved children better than the parents themselves. However, the law must take its own course and the guilty should be punished under appropriate section of law without delay.

In 2012, in order to protect the minors from sexual offence, the ministry of Women and Child Welfare, Govt. of India promulgated a new Act known as ‘Protection of Children from Sexual Offences Act’ and this Act is still in force. And it is the duty of the Ministry of Women and Child Welfare, Govt. of India to ensure that the Act is implemented in letter and spirit throughout the country in the interest of the girl child.

With an objective to contribute to the improvement in the well being of children in difficult circumstances,  as well as to the reduction of vulnerabilities to situations and actions that lead to abuse, neglect, exploitation, abandonment and separation of children from parents the ministry of Women and Child Welfare, Govt. of India has also launched a newly formulated sponsored scheme known as Integrated Child Protection Scheme (ICPS).  

Under ICPS preventive, statutory and rehabilitation services are provided to the children of potentially vulnerable families and families at risk, children of socially excluded groups like migrant families, families living in extreme poverty, lower caste families, families subjected to or affected by discrimination, minorities, children infected or affected by HIV/AIDS, orphans, child drug abusers, children of substance abusers, child beggars, trafficked or sexually exploited children, children of prisoners and street and working children.

And in order to ensure that all the needs of children are met and their basic human rights are fully protected it is mandatory to constitute Juvenile Justice Board  under Care and Protection of Children Act, 2000, District Child Protection Unit (DCPU) and Child Welfare Committee (CWC) in every district of the state by the state government. It is these bodies which shall act as a watchdog against the crime inflicted upon the children.

The role of the JJB is to exercise power and initiate enquiry against a juvenile in conflict with law or a child in need of care and protection. While the CWC is the final authority to dispose of cases related to the care, protection, treatment, development and rehabilitation of children in need of care & protection and to provide for their basic needs and protection of human rights.    

Though the government of Arunachal Pradesh have established JJB, DCPU and CWC in every district no action has been taken to support them seriously. It is possible that the idea of empowering DCPU and CWC appears unpalatable to the government at present. But it is imminent that with passage of time sexual offences against minor girls is only going to multiply, and the children are going to suffer more.  

If DCPU and CWC start functioning in the state, it is possible that they might be able to highlight the issues related to child rights, curb down the sexual offences, bring awareness about the laws associated with sexual abuse and protection of the child rights. And it is through these bodies one could easily access the accurate statistical data of the crime rate inflicted upon the children in the region.   

 

 

CM attends Dalai Lama’s birthday celebration

ITANAGAR, Jul 07: Chief Minister Nabam Tuki along with RWD and Tourism Minister Pema Khandu, Principal Advisor to CM T N Thongdok, Parliamentary Secretaries Tsewang Dhondup, Jambey Tashi Phurpa Tsering and P D Sona, attended the 78th Birthday celebration of His Holiness the 14th Dalai Lama at Sera Jay Monastery at Bylakuppe, Karnataka on Saturday.

Overwhelmed by the presence of Tuki and others, the Dalai Lama, thanked them for the good wishes. In his discourse to thousands of followers, the Dalai Lama said that whenever one has the opportunity for karuna (compassion) one should show it and any profession or knowledge should be carried forward by karuna. “One should have a warm heart and brain. Only then will it amount to true education and real achievement,” he discoursed. ?

According to His Holiness, India was a model of harmony where every religion is equally respected.  He advised the people to imbibe compassion, non-violence and truth for making the world a better place to live in.

In his address, Chief Minister Nabam Tuki extended his deepest reverence, prayers, and warmest wishes to the Dalai Lama on his 78th Birthday.

“I am gratified to be a part of this auspicious occasion here at Sera Jay Monastery, amidst the symbol of compassion, honesty and non violence, and the noble prize laureate His Holiness the Dalai Lama and other dignitaries present” Tuki assertively said.  While inviting His Holiness to visit Arunachal Pradesh, where a large chunk of population follows Buddhism, Tuki said that the people of the state would be overjoyed if His Holiness consent his visit to state.

The programme was also attended by the Chief Minister of Karanataka and other dignitaries.

 

 

Mass tree plantation programmes organized to mark Vanamahotsava

ITANAGAR, July 07: A mass tree plantation programme was organized at Mani Middle School Doimukh to mark Vanamahotsava in collaboration with the Range Forest Office Doimukh under Banderdewa Forest Division yesterday.  More than 100 saplings were planted by the participants in the programme including PRI leaders, students, teaching staff and forest officials.

Speaking on the occasion,  Zilla Parishad Member Tana Yayo emphasized on the important of preservation of forest and wildlife. Range Forest Officer Chukhu Tanya appealed to the people to plant more trees to make Arunachal Pradesh a greener state.

Meanwhile, a similar programme was also conducted at government middle school, Lenka under Balijan circle of Papumpare by Arunachal Green Environment Mission (AGEM). The hundreds of sapling were planted at school premises to mark the Vanamohatsava.

‘Vanamahatsova’ was observed in Lower Jumi under Kimin Forest Range by planting saplings in schools and village roads yesterday.

Doimukh MLA and Parliamentary Secretary (planning) Nabam Rebia, Banderdewa DFO, Kimin CO and other officers and Panchayat leaders, including ZPM Tai Tayu took part in the mass tree plantation to mark the occasion.

Seedlings were also distributed among the villagers and students.

 

 

Popularity of Home Stay on the rise

ZIRO, July 07: In any job you get into, carry it forward dedicatedly with some innovative ideas. No one will stop you from achieving success in that particular field, said Kago Kampu after receiving “State Tourism Award 2013” recently for running Home Stay.

Out of 11 people awarded for outstanding contribution in the field of tourism in different categories, she was the only lady to receive it. The award was in recognition of her Home Stay popularly called Abasa Home Stay.

Prior to getting into the tourism sector, she was a progressive farmer for which she received commendations from various quarters. She was the lady who first introduced tomato cultivation in Ziro valley in an innovative way which becomes very successful.

In due course of time, she thought of running a Home Stay beside agricultural activities.  So, she visited many places to gain first hand information of how Home Stay business is being operated.

After gaining some knowledge on it, she took Capacity Building Training programme for one year in 2010-2011 on ‘Rural Tourism- Home Stay’ held at Ziro. Again she participated in two days training programme on promotion of ‘Rural Touriam, Eco-Tourism Homestay’ conducted under ‘Gender Budgeting’ by the department of Tourism at Itanagar on March 16 & 17, 2011.

After eight days of the last training, she finally opened her ‘Abasa Homestay’ at Siiro village 3 km from Hapoli on March 26, 2011.

To gain more knowledge, she again visited Sikkim in the month of April as an Exposure Tour sponsored by an NGO called ATREE (Ashoka Trust for Conservation in Ecology & Environment). In the month of May 2011, she went for third time to Sikkim to know more about Homestay business. This time the tour was sponsored by the Tourism Department.

Now her Homestay is becoming very popular in Ziro.  64 foreigners and 85 domestic tourists already visited her Home Stay within two years, she informed. Though she could not visit foreign countries, she is happy and satisfied interacting with foreigners at her Homestay.

Within two years of operation, popularity of her Home Stay and tourist inflow is going beyond her expectation and finally got the prestigious award on June 29 last.

 

 

Adventure & Youth Leadership Training Prog begins at Bomdila

ITANAGAR, Jul 07: Adventure & Youth Leadership Training organized by Arunachal Mountaineering & Adventure Sports Association (AMASA) under the aegis of West Kameng District Administration began at Multi Sports Indoor Club Bomdila.

Inaugurating the training, Sports Authority of Arunachal Chairman Tapak Taku, spoke at length about the importance of youth in the present context emphasizing on youth skill development, education and proper training to them for greater contribution towards the society.

Congratulating the State’s top sports personalities, Tapuk stated that ace mountaineer Anshu Jamsenpa has put Arunachal Pradesh in world map of mountaineering. He also extended his best wishes to Everester Nima Lama and weightlifter duo Jimjang Deru and Lalu Taku, who made a mark in Asian Youth Weightlifting Championship recently. Acknowledging the yeoman service of AMASA, he announced Rs. 3 Lakhs for furthering the development of adventure sports and youth activities in the state.

Parliamentary Secretary R T Khunjuju who was Guest of Honor recalled his close association with AMASA taking it back to the formative year 1993. Being an adventurer and a mountaineer himself, he assured all possible help in developing adventure sports in general and AMASA Rock Field in particular.

Director of National Mountaineering & Allied Sports (NIMAS) Col Gulshan Chadda and local public leader Dorjee Tsering spoke about the potential and prospect of mountaineering in Arunachal Himalayas.

Tsering Wange president AMASA briefed the house about the training programme and introduced the instructors and the trainees. He read out the message of best wishes received from Director Sports & Youth Affairs  DK Dinglow, Deputy Commissioner AK Singh and Everester Tapi Mara.

48 selected youths of the district are being trained over a period of 21 days in three batches of 16 trainees each.

 

 

ACRYA felicitates meritorious students

ITANAGAR, Jul 07: The Arunachal Christian Revival Youth Association (ACRYA), today felicitated its meritorious youth in its 6th ACRYA Felicitation Program for Meritorious Students of CBSE Exam 2013, with a theme of Jude 22 "...making a distinction.." The program was chaired by Bro. Domar Bomjen, President, ACRYA and the program speaker was Evan. Tai Ete, General Secretary, Arunachal Pradesh Christian Revival Church Council (APCRCC).

Altogether 57 meritorious students (20 from Class XII and 37 from Class X) were felicitated. They included Class XII topper Charmak Yangfo, (Science, 91 percent) and John Wangsa (Arts, 89 per cent.)

Gumjum Haider, former Secretary General North East Student Organization (NESO) attended the program along with Tarh Kama, President, APCRCC. The program was also participated by Dr. David Pertin, Deputy Registrar, Rajiv Gandhi University, Byabang Taj, Former AAPSU President and PRO, Govt, of Arunachal Pradesh, Alo Nangbia, Vice President, APCRCC, Evan. Dr. Joram Dol, various church leaders, ACRYA District Executive members along with believers.

Speaking on the occasion Gumjum Haider encouraged the student to emphasis on the study and work hard for next 3-4 years, so as to pursue a good career and future. He advised the youth not to indulge in anti-social activities but rather contribute in nation building and bring laurel to their family, society and state as a whole. He further congratulating the students said that their achievement is not only for Christian Community but for entire State.                  

With this Felicitation Program, the 22nd ACRYA Federal Body Coordination Meeting concluded, which started on 5th July. The two days meeting was attended by all the ACRYA District Units and various resolutions were passed.

The Federal Body Meeting also condoled the sudden demise of its prominent and pioneer minister Rev. Herbom Bam and prayed for peace for the departed soul and the family. The House expressed great loss and despair and remembered his contribution in the Revival Ministry in Arunachal Pradesh for the 25 years. ACRYA also prayed for the peace of the affected people in the Uttarakhand disaster.

ITANAGAR, Jul 7: Capital Complex Sports Club-A and FC Doimukh entered into the semifinal of the Challengers’ Tiger Seven Tournament-2013 defeating All Papu nalla FC and Jollang united FC at Rajiv Gandhi Stadium, Naharlagun today.

Capital Complex Sports Club-A drubbed All Papu Nalla FC 6-1 in the first quarterfinal while FC Doimukh beat Jollang united FC 4-2 in the second.

Kipa Bharat scored two goals for scorer for C.C.S.C-A  while Teli Tonngum, Koj Tada, Tania Chama and Tamuk Taja scored one each. The consolation goal for All Papu Nalla Fc was scored by Sunny Kotin.

For FC Doimukh, Tana Soma scored two goals and Nabam Lamin and Nguri Abin scored one each. Toko Tapa netted both the goals for Jollang United FC.

UN calls for more opportunities for small farmers

Small-scale farmers who produce the majority of food in the developing world need to be better integrated into markets to reduce global hunger and poverty, the United Nations food and agricultural agency reported urging more nuanced policymaking for smallholder farmers.

"Policy interventions that aim at encouraging greater levels of smallholder production for sale in markets need to take better account of the heterogeneity of smallholder households," said David Hallam, Director of the UN Food and Agriculture Organization's (FAO) Trade and Markets Division.

In the foreword to the report, Smallholder Integration in Changing Food Markets, Hallam added that just as smallholders are a heterogeneous group, the markets in which they participate are also diverse in terms of their size, geographic location, connectivity to other markets, power relations between market players, and institutional setting. The report notes that with greater market integration and more inclusive value chains, small farmers are more likely to adopt new technologies required to achieve productivity growth.

Stressing that there is no one-size-fits-all solution, the two main ways to link farmers with markets is to provide them with better access to credit and insurance, and to strengthen the links between farmers and buyers.

The report also notes a paradox of high food prices. Seen by some policymakers as an opportunity for farmers to produce more and earn more, the response by many farmers has been muted. It also highlights the negative consequence of inadequate infrastructure, high costs of storage and transportation, and non-competitive markets.

‘The Land of Rising Crimes’

Through your esteemed daily, please give me the honour to express my resentment regarding the recent rape case. The rape and murder of a minor girl has completely shattered all the people's joys of this erstwhile peace loving state, 'Arunachal Pradesh.' May almighty god protect her soul from any kind of trauma. In every crime cases, whether is it rape, murder, vandalism or extortion; we always read condemning such kind of barbaric acts by various unions, associations and NGO's. But rarely does victim or family receives justice. But this time and from now onwards let’s forget colour of caste and tribe and cooperate each other with concerned authorities to give extreme punishments to the culprit. The death sentenced demanded by, various organizations are very genuine and I advocate it.

For if we fail this time to punish this culprit, the days are not so far when such barbaric acts will become a culture in this 'Land of Rising Sun.'

E- Gadget for students how justified?

Dear Editor,

I am strongly against the Arunachal government’s decision to give e-gadgets to school students, as it will negatively affect the students greatly. The “Facebook revolution” has already eaten into large portion of a student's daily activity. It would not be wrong to state that almost every other Facebook user from Arunachal is a student. Giving laptops to students studying in higher college is a must, but giving tablets and other such e-gadgets to school students can severely impact their lifestyle. Surely the tablets will have internet connectivity which will expose them to possible dangers relating to privacy, security and easy access to harmful sites which would surely affect them in the long run? Exposure to e-gadgets may also deprive children of much-needed sleep, exercise, communication with their families and time to polish their skills. It may also lead to attention deficit disorders. The government should think of the consequences of such schemes on the people before introducing them. Instead of giving e-gadgets to students, the government should spend this money to pay for the annual school fees and other facilities for the topper students. There are more students not attending school because of lack of money than because of the unavailability of tablets.

Corruption; Whom to blame?

Dear Editor,

This is in addition to the article “The fight against corruption and all in between” by Apu Gapak, published in your daily on 4.7.2013. I do agree some of the points highlighted in the article. However, I would like to add some more points on this issue. Generally, we often blame and abuse the government employees for financial misconduct and mismanagement in the system. Mr. X is asking for this and that, Mr. Y is looking for this and that percentage blah..blah..blah. But, if we ponder deeply then somewhere we are the real culprits. How?

We are in a democratic country where everybody elects representatives to form a vibrant government by exercising the power conferred by the constitution. Now, it is the   prime duty of the elected representatives to keep a vigil on the system to make vibrant and corruption free government and the State. A balanced economic growth and development in the State is only possible with good governance run by our representatives. The government employees are recruited just to assist the government for its proper functioning and management. Thus, if any employee of the government is found doing wrong thing in the system then the government that has been formed by our representatives has the full power to punish them as per laid down rules.

The elected representatives have the more responsibility than the government employees to make a vibrant and corruption Free State. To bring peace, prosperity and development in the areas is directly vested with our representatives. Thus, the responsibility to have a vibrant and corruption Free State is within our jurisdiction. We have to think twice or thrice before choosing a person to be the representative in the government. If we elect right person as our representative, then obviously Lokpal, RTI etc. will not be required as our representative will act as ‘Whistle Blowers’ and automatically check the system and will punish the erring government employees according to their misdeeds. Therefore, it is presumed that if any financial misconduct or mismanagement is present in the system, then, it is we the people who are responsible because we are unable to choose the right person to be our representative in the government.

Gross anomalies in awards selection process

Dear Editor,

It is a welcome step that the Government of Arunachal Pradesh and the Department of Tourism has come up with the Arunachal Pradesh State Tourism Award 2013 recently and I would like to congratulate the winners. Being a social worker and an RTI activist it has come to my notice that there were gross anomalies in the awards selection process hereby putting a question mark on the integrity of the members of the selection committee.

In the Cultural Tourism arena senior pioneers like Mrs. Yane Dai, Tshering Wange and the late Michi Tajo should have been considered as they had shaped and tirelessly promoted the development of Tourism in Arunachal Pradesh to the outside world since 1990’s. Some of them even got awards at the international level but was surprisingly unnoticed by the Tourism Department. Game changers in adventure tourism who had started white water for tourists by finishing more than 20 Rafting Expeditions since 2002 in the snow fed rivers of Lohit, Siang, Subansiri and Kaineng were ignored but their initiative paved way for the younger generations. Akoying Tekseng a river guide got the gold medal for white water rafting in 2005.

Tourism being a potential and positive industry for land locked Arunachal Pradesh should be free from coercion and political interference. It is my sincere request to the Department of Tourism that it should be more professionally run and not be like some quintessential government department by delegating powers to a NGO.

Constant traffic jam is serious problem

Dear Editor,

Through the column of your daily I want to put forward mass issue of traffic jam that we face every day. It is the era of development that has hit us and therefore our twin city is being over populated day by day. Our city does not have enough provisions to support this high density population in our capital especially the road which is most essential element of a city.

The ratio of vehicles and required space on the road of our twin-city is highly unbalanced. The traffic jam that we face every day during rush hours when everybody hurries to their own respective duties is unbearable. Even traffic police seem clueless during such situation. We admit that it’s not an easy thing to control so easily but we expect atleast to see a start against this issue. We don't see any proper plan or policy from govt to solve traffic problem of capital complex. The authorities have to understand that maintaining only traffics rules won’t help and a long term policy is the need of hour.
