GSU federal assembly held, adopts several resolutions

Training on book keeping and candle making conducted
ITANAGAR, Jul 07: The Itanagar Diocesan Empowerment Association (IDEA) supported by Caritas INDIA yesterday conducted training on Book keeping and Candle making for SHGs at Damsite, Naharlagun. All the SHGs of Damsite participated in the training.
Hillang Nikom animator IDEA welcomed the resource persons. S. Basumatary the project Coordinator, IDEA gave training on candle making so that participant become independent and develop themselves economically strong in group and individually. H. Nikom animator who is the master trainer in book keeping taught SHG members theoretically and practically how to keep various records as a group and individually. Tai Siku, president of Sai Yari SHG gave vote of thanks to the resources person and participants. Altogether 15 SHG members participated in the training.

According Dhemaji district administration source, flood water have entered into 55 villages at Sisiborgaon, Jonai and Gogamukh of Dhemaji district. Heavy and incessant rain has also raised the water level of Semen, Jiadhol and Gai rivers creating panic among people in the district.
Surging water of mighty Brahmaputra and its tributaries has inundated 15 new villages affecting more than 17,000 people in the first wave of flood in Dhemaji.

Shocked by the news of eight blasts at Mahabodhi temple in Bodhgaya, Bihar, leaving two monks critically injured, Arunachal Pradesh Chief Minister Nabam Tuki has condemned the highly deplorable and cowardice act in his strongest words.
He criticized the attempt that has been made to harm monks, other innocent devotees and a place of worship that is dedicated to Lord Buddha who was one of the biggest proponents of peace and tranquility in the world.
In this hour of distress he reaffirmed his solidarity with the people and the Chief Minister of Bihar to handle the situation in a firm and exemplary manner to deal with the terror causing criminals and prayed for earliest possible recovery of those injured in the blasts.
The Itanagar Buddhist Cultural Society (IBCS) & Theravada Buddhist Society (TBS) has strongly condemned the serial bomb blast that rocked Bodhgaya Mahabodhi Temple this morning.
In a release, it said, Bodhgaya is a sacred place where Buddha attained enlightenment and from where the message of truth, non violence and peace spread all over the world. The Mahabodhi Temple and the Bodhi Tree are the symbol of peace. Thousand of devotees and tourists visit the place every year in search of peace and solace. Terrorism or any kind of violence has no place at Bodhgaya. The perpetrators of the blasts should be brought to justice immediately.
Wishing speedy recovery to those injured in the blast, the duo organization urged the Bihar government and the Centre to provide adequate security at Bodhgaya and all other Buddhist shrines and holy places in India to instill sense of security and well being among the devotees and tourists.
The Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) have condemned the dastardly act of multiple blasts at the holy shrine, Mahabodhi Temple at Bodhgaya, Bihar. IFCSAP perceives it as direct attack on the indigenous faith system and culture of India, undermining the secularism enshrined in the Indian constitution by alien religious fanatics.
It is ridiculous; why despite the advance intelligence information about the planning of such attack, the Bihar government could not prevent it, the IFCSAP questioned.
Sherdukpen Employees' Welfare Association (SEWA), Sherdukpen community in particular and Buddhist community as a whole expressed shock over the incident. They strongly condemned such attack.

Children of Arunachal need proper protection under law

ITANAGAR, Jul 07: Without any official statistics data, it is difficult to assume the actual figure of the crime perpetuated against children in Arunachal Pradesh.
However, according to unofficial estimate every day several hundred of minor girls under the age of eighteen years are sexually assaulted, sexually harassed, or becomes a victim of pornographic offences in the state.
Most of the crimes committed against these minor girls in the state often go unnoticed either because they’re not reported or suppressed by the family, institutions, groups, associates or the community in the local level. Only in rare cases, perhaps looking at the magnitude of the crime committed, some stories related to the sexual offences of the minor girls are reported and receives attention of the people.
The incident of rape and murder of a three years old girl which took place at Bhalukpong, West Kameng district and murder of a XII student at Yazali last year is monstrous. No one can grasp the enormity of the crime inflicted upon their beloved children better than the parents themselves. However, the law must take its own course and the guilty should be punished under appropriate section of law without delay.
In 2012, in order to protect the minors from sexual offence, the ministry of Women and Child Welfare, Govt. of India promulgated a new Act known as ‘Protection of Children from Sexual Offences Act’ and this Act is still in force. And it is the duty of the Ministry of Women and Child Welfare, Govt. of India to ensure that the Act is implemented in letter and spirit throughout the country in the interest of the girl child.
With an objective to contribute to the improvement in the well being of children in difficult circumstances, as well as to the reduction of vulnerabilities to situations and actions that lead to abuse, neglect, exploitation, abandonment and separation of children from parents the ministry of Women and Child Welfare, Govt. of India has also launched a newly formulated sponsored scheme known as Integrated Child Protection Scheme (ICPS).
Under ICPS preventive, statutory and rehabilitation services are provided to the children of potentially vulnerable families and families at risk, children of socially excluded groups like migrant families, families living in extreme poverty, lower caste families, families subjected to or affected by discrimination, minorities, children infected or affected by HIV/AIDS, orphans, child drug abusers, children of substance abusers, child beggars, trafficked or sexually exploited children, children of prisoners and street and working children.
And in order to ensure that all the needs of children are met and their basic human rights are fully protected it is mandatory to constitute Juvenile Justice Board under Care and Protection of Children Act, 2000, District Child Protection Unit (DCPU) and Child Welfare Committee (CWC) in every district of the state by the state government. It is these bodies which shall act as a watchdog against the crime inflicted upon the children.
The role of the JJB is to exercise power and initiate enquiry against a juvenile in conflict with law or a child in need of care and protection. While the CWC is the final authority to dispose of cases related to the care, protection, treatment, development and rehabilitation of children in need of care & protection and to provide for their basic needs and protection of human rights.
Though the government of Arunachal Pradesh have established JJB, DCPU and CWC in every district no action has been taken to support them seriously. It is possible that the idea of empowering DCPU and CWC appears unpalatable to the government at present. But it is imminent that with passage of time sexual offences against minor girls is only going to multiply, and the children are going to suffer more.
If DCPU and CWC start functioning in the state, it is possible that they might be able to highlight the issues related to child rights, curb down the sexual offences, bring awareness about the laws associated with sexual abuse and protection of the child rights. And it is through these bodies one could easily access the accurate statistical data of the crime rate inflicted upon the children in the region.
CM attends Dalai Lama’s birthday celebration

Mass tree plantation programmes organized to mark Vanamahotsava
ITANAGAR, July 07: A mass tree plantation programme was organized at Mani Middle School Doimukh to mark Vanamahotsava in collaboration with the Range Forest Office Doimukh under Banderdewa Forest Division yesterday. More than 100 saplings were planted by the participants in the programme including PRI leaders, students, teaching staff and forest officials.
Speaking on the occasion, Zilla Parishad Member Tana Yayo emphasized on the important of preservation of forest and wildlife. Range Forest Officer Chukhu Tanya appealed to the people to plant more trees to make Arunachal Pradesh a greener state.
Meanwhile, a similar programme was also conducted at government middle school, Lenka under Balijan circle of Papumpare by Arunachal Green Environment Mission (AGEM). The hundreds of sapling were planted at school premises to mark the Vanamohatsava.
‘Vanamahatsova’ was observed in Lower Jumi under Kimin Forest Range by planting saplings in schools and village roads yesterday.
Doimukh MLA and Parliamentary Secretary (planning) Nabam Rebia, Banderdewa DFO, Kimin CO and other officers and Panchayat leaders, including ZPM Tai Tayu took part in the mass tree plantation to mark the occasion.
Seedlings were also distributed among the villagers and students.

Out of 11 people awarded for outstanding contribution in the field of tourism in different categories, she was the only lady to receive it. The award was in recognition of her Home Stay popularly called Abasa Home Stay.
Prior to getting into the tourism sector, she was a progressive farmer for which she received commendations from various quarters. She was the lady who first introduced tomato cultivation in Ziro valley in an innovative way which becomes very successful.
In due course of time, she thought of running a Home Stay beside agricultural activities. So, she visited many places to gain first hand information of how Home Stay business is being operated.
After gaining some knowledge on it, she took Capacity Building Training programme
for one year in 2010-
After eight days of the last training, she finally opened her ‘Abasa Homestay’ at Siiro village 3 km from Hapoli on March 26, 2011.
To gain more knowledge, she again visited Sikkim in the month of April as an Exposure Tour sponsored by an NGO called ATREE (Ashoka Trust for Conservation in Ecology & Environment). In the month of May 2011, she went for third time to Sikkim to know more about Homestay business. This time the tour was sponsored by the Tourism Department.
Now her Homestay is becoming very popular in Ziro. 64 foreigners and 85 domestic tourists already visited her Home Stay within two years, she informed. Though she could not visit foreign countries, she is happy and satisfied interacting with foreigners at her Homestay.
Within two years of operation, popularity of her Home Stay and tourist inflow is going beyond her expectation and finally got the prestigious award on June 29 last.
Adventure & Youth Leadership Training Prog begins at Bomdila
ITANAGAR, Jul 07: Adventure & Youth Leadership Training organized by Arunachal Mountaineering & Adventure Sports Association (AMASA) under the aegis of West Kameng District Administration began at Multi Sports Indoor Club Bomdila.
Inaugurating the training, Sports Authority of Arunachal Chairman Tapak Taku, spoke at length about the importance of youth in the present context emphasizing on youth skill development, education and proper training to them for greater contribution towards the society.
Congratulating the State’s top sports personalities, Tapuk stated that ace mountaineer Anshu Jamsenpa has put Arunachal Pradesh in world map of mountaineering. He also extended his best wishes to Everester Nima Lama and weightlifter duo Jimjang Deru and Lalu Taku, who made a mark in Asian Youth Weightlifting Championship recently. Acknowledging the yeoman service of AMASA, he announced Rs. 3 Lakhs for furthering the development of adventure sports and youth activities in the state.
Parliamentary Secretary R T Khunjuju who was Guest of Honor recalled his close association with AMASA taking it back to the formative year 1993. Being an adventurer and a mountaineer himself, he assured all possible help in developing adventure sports in general and AMASA Rock Field in particular.

UN calls for more opportunities for small farmers

"Policy interventions that aim at encouraging greater levels of smallholder production for sale in markets need to take better account of the heterogeneity of smallholder households," said David Hallam, Director of the UN Food and Agriculture Organization's (FAO) Trade and Markets Division.
In the foreword to the report, Smallholder Integration in Changing Food Markets, Hallam added that just as smallholders are a heterogeneous group, the markets in which they participate are also diverse in terms of their size, geographic location, connectivity to other markets, power relations between market players, and institutional setting. The report notes that with greater market integration and more inclusive value chains, small farmers are more likely to adopt new technologies required to achieve productivity growth.

Through your esteemed daily, please give me the honour to express my resentment regarding the recent rape case. The rape and murder of a minor girl has completely shattered all the people's joys of this erstwhile peace loving state, 'Arunachal Pradesh.' May almighty god protect her soul from any kind of trauma. In every crime cases, whether is it rape, murder, vandalism or extortion; we always read condemning such kind of barbaric acts by various unions, associations and NGO's. But rarely does victim or family receives justice. But this time and from now onwards let’s forget colour of caste and tribe and cooperate each other with concerned authorities to give extreme punishments to the culprit. The death sentenced demanded by, various organizations are very genuine and I advocate it.
For if we fail this time to punish this culprit, the days are not so far when such barbaric acts will become a culture in this 'Land of Rising Sun.'

Corruption; Whom to blame?
Dear Editor,
This is in addition to the article “The fight against corruption and all in between” by Apu Gapak, published in your daily on 4.7.2013. I do agree some of the points highlighted in the article. However, I would like to add some more points on this issue. Generally, we often blame and abuse the government employees for financial misconduct and mismanagement in the system. Mr. X is asking for this and that, Mr. Y is looking for this and that percentage blah..blah..blah. But, if we ponder deeply then somewhere we are the real culprits. How?
We are in a democratic country where everybody elects representatives to form a vibrant government by exercising the power conferred by the constitution. Now, it is the prime duty of the elected representatives to keep a vigil on the system to make vibrant and corruption free government and the State. A balanced economic growth and development in the State is only possible with good governance run by our representatives. The government employees are recruited just to assist the government for its proper functioning and management. Thus, if any employee of the government is found doing wrong thing in the system then the government that has been formed by our representatives has the full power to punish them as per laid down rules.
The elected representatives have the more responsibility than the government employees to make a vibrant and corruption Free State. To bring peace, prosperity and development in the areas is directly vested with our representatives. Thus, the responsibility to have a vibrant and corruption Free State is within our jurisdiction. We have to think twice or thrice before choosing a person to be the representative in the government. If we elect right person as our representative, then obviously Lokpal, RTI etc. will not be required as our representative will act as ‘Whistle Blowers’ and automatically check the system and will punish the erring government employees according to their misdeeds. Therefore, it is presumed that if any financial misconduct or mismanagement is present in the system, then, it is we the people who are responsible because we are unable to choose the right person to be our representative in the government.

Gross anomalies in awards selection process

It is a welcome step that the Government of Arunachal Pradesh and the Department of Tourism has come up with the Arunachal Pradesh State Tourism Award 2013 recently and I would like to congratulate the winners. Being a social worker and an RTI activist it has come to my notice that there were gross anomalies in the awards selection process hereby putting a question mark on the integrity of the members of the selection committee.
In the Cultural Tourism arena senior pioneers like Mrs. Yane Dai, Tshering Wange and the late Michi Tajo should have been considered as they had shaped and tirelessly promoted the development of Tourism in Arunachal Pradesh to the outside world since 1990’s. Some of them even got awards at the international level but was surprisingly unnoticed by the Tourism Department. Game changers in adventure tourism who had started white water for tourists by finishing more than 20 Rafting Expeditions since 2002 in the snow fed rivers of Lohit, Siang, Subansiri and Kaineng were ignored but their initiative paved way for the younger generations. Akoying Tekseng a river guide got the gold medal for white water rafting in 2005.
Tourism being a potential and positive industry for land locked Arunachal Pradesh should be free from coercion and political interference. It is my sincere request to the Department of Tourism that it should be more professionally run and not be like some quintessential government department by delegating powers to a NGO.

Constant traffic jam is serious problem
Dear Editor,
Through the column of your daily I want to put forward mass issue of traffic jam that we face every day. It is the era of development that has hit us and therefore our twin city is being over populated day by day. Our city does not have enough provisions to support this high density population in our capital especially the road which is most essential element of a city.
